Following President FDR's address to a joint session 84 years ago today, Congress voted to utilize its Constitutional power to declare war against Japan the day their attack on Pearl Harbor. Vote was 82–0 in the Senate & 388–1 in the House with Rep. Jeanette Rankin (R-MT), the 1st woman elected to Congress, as the lone dissenter.
