The CLARITY Act is stuck in the time window, only 72 hours left for the Senate The U.S. Senate's agenda released on Monday did not include a vote on the CLARITY Act. With the Senate going into recess on August 10, the window for the bill is down to just about 72 hours. According to the rules, advancing the bill requires first passing a cloture vote (needs 60 votes). If a motion is submitted on August 5 and voted on August 7, the cloture vote could happen as early as the same day. However, this only ends the debate, and up to 30 more hours of debate can follow before the bill is formally reviewed and voted on. The Senate could also use an expedited process, but regardless of the path, the bill must make substantial progress before the August 10 recess.
