Senators return for the first votes tomorrow following their July 4th holiday break. With full attendance, Republicans will have 51 members available to vote this week following the death of Senator Lindsey Graham (R-SC) and the continued absence of Senator McConnell (R-KY), who released a statement today that "on the advice of my doctors, I won’t be able to return to the Senate floor to vote quite yet," while still recovering from his June 14th fall now in a rehab center.(Craig Caplan)
