We now have the financing in place, and our capital budgets are strong and ready to support development across Jamaica. Yet, each year, a portion of these funds is returned to the Ministry of Finance because approved projects are not completed within the expected timeframe. A major reason for this is the level of bureaucracy involved in delivering projects. In many cases, these steps take longer than the actual construction itself. This reality adds to the overall cost of development. It is not only the physical materials like steel, cement, and land that determine the final cost, but also the time and systems required to move projects from approval to completion. We are focused on improving efficiency across these processes.(Andrew Holness)
