The primary disagreement lies in how to handle stablecoin rewards. The current draft proposes prohibiting rewards for idle stablecoin accounts but allows earnings generated from trading activities. Tillis suggested postponing the review until May. Senator Bernie Moreno previously warned that if the bill is not passed by May, 'digital asset legislation will not advance in the foreseeable future.'
