BlockBeats News, April 8: In his new book *Binance Life*, CZ mentions transitioning from Singapore to Dubai at the tail end of the 2021 bull market and purchasing his first property after selling his Shanghai apartment. On June 26, 2021, the UK Financial Conduct Authority (FCA) issued a warning: 'Binance Markets Limited is not authorized to undertake any regulated activity in the UK.' In the following months, other regulatory agencies also issued warnings to Binance, while the Monetary Authority of Singapore (MAS) began frequently requesting information. By September 2021, CZ felt that the likelihood of Binance obtaining a license in Singapore was slim. On December 13, 2021, Binance Singapore announced its closure, allowing users to withdraw funds by February of the following year.
On Friday evening, September 30, 2021, CZ arrived in Dubai. That day, he had a meeting scheduled to visit His Excellency Omar Sultan Al Olama, the UAE Minister of Artificial Intelligence and Digital Economy. During the meeting, Omar offered to assist CZ in applying for a Dubai Golden Visa. Ultimately, CZ received the Golden Visa that very day, in less than 12 hours, even though it was the weekend. The Dubai Golden Visa is akin to permanent residency, allowing CZ to freely enter and exit the UAE. After obtaining the visa, CZ learned that applicants typically need to invest locally or purchase property. Although no one required it during the application process, CZ decided to 'proactively complete the homework' by purchasing property in Dubai. CZ viewed only two properties and, on the fourth day of his stay in Dubai, purchased the second property he had visited. This was CZ's first property purchase since selling his Shanghai apartment.
In Dubai, Binance's progress was swift. By November 2021, Binance had signed a memorandum of understanding with the Dubai government to assist in developing a crypto regulatory framework. By January 2022, the draft was completed; in February, the Crown Prince signed it into law; and by March, Binance received in-principle approval for a trading platform license, marking the first step toward obtaining a full license.
