Today (February 6), the General Administration of Customs issued Announcement No. 18 of 2026, introducing the *Interim Measures for the Regulation of 'Zero Tariff' Imported Goods Business Locations and 'Zero Tariff' Imported Goods for Domestic Residents' Consumption in the Hainan Free Trade Port of the People's Republic of China*. These measures will officially take effect from the date of issuance. This move aims to thoroughly implement the *Law of the People's Republic of China on the Hainan Free Trade Port* and the overall plan for the construction of the Hainan Free Trade Port, further standardizing the operation of duty-free stores and the regulation of related imported goods in the Hainan Free Trade Port, and strengthening regulatory guarantees for the implementation of the 'zero tariff' policy for domestic residents' consumption.
