This both at fault thing is nonsense and spineless. The law doesn’t work like that. The person given the badge and the gun has the responsibility to use those correctly. Citizens are not at fault for being in public, or interacting with unhinged officers. If she did something wrong, he can order her under arrest. He did not. His actions were not justified. The guilt lies with him. It does not matter if she shouldn’t have been there, or was annoying, or frustrating, or ignoring him.
