Senate NOW holding procedural votes on the 1st of 2 bills to reopen the federal gov't that shut down at midnight. Both bills have now failed to pass the Senate twice this month. 1st vote is on whether to end a filibuster against the Democrats' bill to extend gov't funding to Oct. 31 & expiring health care tax credits. 60 votes needed to advance it. @cspan 2(Craig Caplan)
