THE BLOCK: Ethereum Foundation published its first tier list of Hegotá EIPs, grading 62 proposals for the upcoming upgrade. The foundation named FOCIL (EIP-7805) and Frame Transactions (EIP-8141) as S-tier, "must-ship" proposals.
