KSD's distributed ledger guidelines (reflecting development progress as of July 2026) place Avalanche alongside Hyperledger Besu and Hyperledger Fabric, indicating a commitment to supporting multiple ledger technologies rather than exclusively adopting Avalanche as the sole choice for South Korea's securities infrastructure. The project has moved from the testbed phase to the production platform construction phase, with Samsung SDS winning the bid to undertake the project. The plan is to transition the technical testing platform into a system capable of supporting real transactions and stable operations, with a target completion date of February 2027. The roadmap released by South Korea's Financial Services Commission in September indicates that the revised provisions recognizing tokenized securities will take effect on February 4, 2027, with the first phase launching in the same month. The initial phase will cover private placement money market funds and bonds for institutional investors, unlisted stocks held through trust structures, and publicly issued fractionalized investment securities. The second phase will expand to include all publicly issued securities. On-chain payments related to stablecoins will be part of the final phase. The commission remains flexible regarding the timeline for the second and third phases and has set November 11 as the deadline for public comments on the implementation regulations.
