**[Release of the "Research Report on Embodied Intelligence Ethical Governance"]**
According to a report by Jinse Finance, on October 13, the National Artificial Intelligence Standardization General Group officially released the *Research Report on Embodied Intelligence Ethical Governance*. The report focuses on the ethical governance of embodied intelligence, systematically summarizing governance solutions from the perspectives of full lifecycle governance, technical safeguards, and standard leadership.
It is understood that embodied intelligence ethics is a subfield of artificial intelligence ethics. The report identifies six categories of ethical risks, including harm to human autonomy, social relationships, and development rights; physical harm and public safety; privacy violations and misuse of personal information; bias, discrimination, and service exclusion; identity misrecognition and overestimation of capabilities; and unclear accountability and difficulty in event reconstruction. These risks are categorized into five levels of severity, ranging from R1 to R5. Based on these risk categories, the report proposes six fundamental governance principles: human-centricity, safety and controllability, privacy protection, fairness and inclusiveness, transparency and explainability, and accountability and traceability.
Zhang Shizong, Deputy Director of the Information Technology Research Center at the China Electronics Standardization Institute, stated that ethical requirements should be integrated into project initiation and design, research and development integration, deployment and activation, operational services, and decommissioning. Clear protection requirements and responsibilities should be defined for each stage. In terms of technical safeguards, physical safety can be ensured through action constraints, perceptual data can be protected through collection controls, and autonomous choices can be guaranteed through identity prompts and exit functions.
Zhang Shizong further noted that a standard system will be developed focusing on foundational commonalities, governance technologies, governance management, and scenario applications. China will accelerate the development of national standards such as the *Guidelines for Ethical Governance of Artificial Intelligence and Embodied Intelligence*. This will include systematic research on risk classification and grading, protection function requirements, verification testing methods, and accountability mechanisms. The aim is to integrate ethical governance requirements into the full lifecycle of embodied intelligence products, from project initiation and design to research and development, deployment, and operation.
