[Microsoft CEO: The Era of Super Intelligence Requires a 'Controllable' Framework, Responsibility Cannot Be Outsourced to AI] Odaily Planet Daily News – Microsoft CEO Satya Nadella published a long article stating that with the development of super intelligence systems, the industry needs to re-examine the trust framework for AI. It cannot simply rely on the promises of model providers, nor can the responsibility for AI behavior be outsourced. Nadella noted that in the past few decades, when traditional software systems were deployed across industries, developers were typically able to trace specific code paths corresponding to behaviors. However, the capabilities of today's cutting-edge AI models surpass those of traditional software systems, yet it is impossible to clearly attribute model outputs to specific training data or model weight configurations. Companies are integrating AI systems with autonomous capabilities into sensitive data and granting them permissions to execute critical tasks. Therefore, it is necessary to build systems with observability, testability, and controllability, separating 'intelligence supply' from 'permission control.' Nadella proposed that super intelligence should be governed through an engineering approach, using deterministic system design, human oversight, and operational process constraints to manage non-deterministic models. AI systems should be treated as potential 'internal risks,' with measures such as limiting permissions, recording behaviors, and establishing isolation boundaries. He also suggested that super intelligence systems should adhere to principles such as multi-model collaboration, full observability, continuous validation, independent control, independent auditing, risk isolation, and incident disclosure. Among these, he emphasized that transparency in the chain of thought (CoT) of models is a fundamental requirement, but CoT transparency alone is insufficient, as model outputs themselves may still lack reliable interpretability. Finally, Nadella stated that the most trustworthy super intelligence systems of the future will not be 'the most trustworthy models,' but rather 'systems that can operate safely even if the models are not fully trusted.'
