According to a report by Dailian, the Korea Digital Asset Exchange Association (DAXA) highlighted in its '2026 Digital Asset Policy Data Collection' that after South Korea implemented the ICO ban in 2017, the lack of clear token issuance regulations has led local crypto projects to establish their issuers, contracts, and asset management operations overseas for the long term. For instance, tokens for Klaytn and Wemade's WEMIX were issued through entities in Singapore, while MetaBora and NEOPIN shifted their related operations to Dubai and Abu Dhabi, respectively. The report pointed out that differences in regulatory responsibilities for domestic and foreign token issuers, restrictions on corporate real-name accounts, and unclear business licensing standards are key factors hindering the return of such operations. Researchers are calling for the 'Basic Act on Digital Assets' to clearly define regulatory boundaries and procedures for corporate repatriation.
