Part 1/2: I understand the concerns Jamaicans have raised about NaRRA’s lease for its new headquarters in downtown Kingston, particularly at a time when thousands of families are still waiting on housing support and some Jamaicans remain without proper shelter. I want Jamaicans to know that I am listening. Your Government takes the responsibility of spending public wherewithal seriously, and we would never compromise the needs of people who require assistance by making wasteful expenditure. NaRRA was established to strengthen Jamaica’s ability to respond to disasters and support recovery, including in housing. Its headquarters therefore has to meet specific requirements; it must be resilient, centrally located and able to continue operating during and immediately after a disaster. The building selected was designed for critical utility operations and has the infrastructure needed for continuity of service. The lease was also subject to review to ensure that the Government is paying a reasonable market price. I understand why the cost has caused concern, and it is my responsibility to explain the decisions we make. At the same time, we have to ensure that the institutions responsible for serving Jamaicans during times of crisis have the facilities and capacity to do their work.
