Vance said: 'If you don’t need nuclear weapons, then why do you need enriched fuel at 60% purity? If you want to demonstrate your commitment to not developing nuclear weapons, then don’t produce high-purity enriched fuel. This is a very basic threshold issue. I believe that if they want to show their commitment to not developing nuclear weapons, they should take meaningful actions regarding their enrichment capabilities.'
