Wu Blockchain has learned that CFTC Chairman Michael Selig has further disclosed details of the previously announced CTX and CAM crypto market regulatory framework. The new rules propose that retail crypto trading should, in principle, be conducted through FCM intermediaries, with requirements for customer asset segregation, capital, anti-money laundering, and proof of reserves. For on-chain transactions, the CFTC plans to clarify that delivering crypto assets to an external non-custodial wallet within 28 days will generally meet the “actual delivery” exception. Selig stated that the CFTC is also exploring long-term regulatory policies for developers who only publish software, do not solicit or accept orders, do not control trade execution, and do not custody customer assets.
