This initiative aligns with a similar suggestion made by DCG founder Barry Silbert as early as 2011. It is reported that around 2011, during the founding of SecondMarket, Barry Silbert proposed that the SEC's 'accredited investor' rules, which primarily rely on income and net worth standards, do not necessarily reflect investment capability. Some high-net-worth individuals may lack sufficient financial knowledge, while certain ordinary investors who pass financial literacy tests set by regulatory agencies should also have the opportunity to qualify for participation in the private market.
