[Bitwise States CLARITY Act's Lack of Progress Benefits Four Types of Crypto Businesses]
Odaily Planet Daily News – Bitwise Asset Management Chief Investment Officer Matt Hougan stated that after the Senate did not advance the CLARITY Act on September 15, stablecoin platforms retained the space to offer balance rewards to customers, and exchanges like Coinbase continued to benefit from existing state-level licenses and the integration of trading and brokerage services. On September 17, the U.S. Securities and Exchange Commission (SEC) issued a five-year exemption for tokenized stock trading, allowing eligible platforms to test permissioned automated market makers and liquidity pools. Hougan identified Securitize, which provides services for tokenized funds of BlackRock, Apollo, and KKR, as a beneficiary. On September 28, SEC staff updated token buyback guidelines, stating that for networks that are already functional and lack a centralized entity, buyback announcements do not constitute a promise on which purchasers rely for profit expectations; these guidelines do not carry legal force.
