According to the *Financial Times*, Binance continued to provide services to some EU customers this summer through a 'reverse solicitation' exemption after failing to obtain an EU MiCA license. ESMA, along with regulators from France, Germany, Greece, and other countries, is reviewing whether Binance meets the conditions for this exemption. Some regulators have already requested relevant information from Binance; if they are not satisfied with the explanations, enforcement actions such as fines may follow. The MiCA transition period ended on July 1, 2026, and unauthorized crypto service providers are generally required to cease offering services to EU customers. Reverse solicitation only applies when customers actively and independently seek services from foreign institutions.
