① Trust companies issuing payment stablecoins in the state must apply for an approval certificate from financial regulators, with decisions required within 120 days of application; delays will be deemed as approval.
② Federal qualified issuers (approved by OCC) and out-of-state qualified issuers (reporting within 30 days) are exempt, and compliant stablecoins will not be considered securities.
③ Issuers with a circulation scale of $10 billion must transition to federal regulation within 360 days or cease issuance.
④ Minimum prudential requirements include 1:1 reserves, disclosure of redemption policies, monthly publication of reserve composition, and monthly certification by the CEO/CFO.
