**[Base Completes Cobalt Upgrade, Adds Conditional Transactions and Expands B20 Asset Features]** Foresight News reports, according to The Block, that Base has completed its third mainnet upgrade, Cobalt. The core of this upgrade is the Validity Transactions conditional transaction feature, which allows users to submit transactions with attached validity conditions. These transactions will only be included on-chain if the conditions are met; if the conditions are not fulfilled, the transactions will never be processed. Base stated that this API serves as neutral infrastructure, enabling advanced traders to keep their submissions private until finalized. Cobalt also enhances the B20 token standard introduced with the Beryl upgrade in June, adding three new features. **Composite Policies** allow asset issuers to combine existing whitelists and blacklists using "OR" and "AND" logic, eliminating the need to duplicate lists or maintain off-chain synchronization. The **Schedule Multiplier** upgrade aligns with the ERC-8056 standard, enabling issuers to preset changes to how asset balances are displayed, which can be applied in scenarios like stock splits. The **seizeWithMemo** feature allows authorized administrators to reallocate holder balances on frozen assets while recording the source, destination, amount, and memo on-chain. Base also revealed plans to reduce block time from 2 seconds to 200 milliseconds in the coming months, implement native smart accounts at the protocol layer, support gas fee sponsorship and batch transaction processing, and introduce certain EVM improvements from Ethereum's Glamsterdam upgrade.
