The order lets truckers run off-road "dyed" diesel on public roads, jacks up truck weight limits to 95k lbs, and suspends local emissions rules just to keep fuel moving. Texas produces a huge share of U.S. crude and refining capacity, and it still had to loosen road-diesel rules just to keep trucks moving.
