According to the official statement, FCR leverages consensus from Ethereum validators to provide early confirmation signals, reducing Ethereum transaction confirmation times in related cross-chain scenarios from the usual ~13 minutes to 12–24 seconds, without introducing new infrastructure or economic assumptions. FCR provides early confirmation signals based on validator proofs and network synchronization assumptions. It operates on the client side without requiring a hard fork and is not equivalent to shortening protocol-level finality. By default, CCIP can still wait for full finality on the source chain, with the faster path being an optional feature. Other steps in cross-chain execution may still take additional time.
