According to the latest report from Axios, Trump is willing to ease sanctions on Iran and unfreeze Iran's frozen funds in exchange for concrete actions from Iran on nuclear issues.
Iran hopes to prioritize addressing the Strait of Hormuz and the U.S. maritime blockade to alleviate economic pressure first. The U.S., on the other hand, demands that nuclear issues be included in the agreement, tying economic relief to Iran's actual actions.
U.S. officials believe that the Strait of Hormuz's traffic volume is increasing, while the blockade and sanctions continue to weaken Iran, improving the U.S.'s negotiating position. Based on this assessment, Trump is more inclined to retain economic pressure to secure concessions on nuclear issues.
From a negotiation standpoint, lifting the blockade and easing sanctions prematurely might reduce Iran's willingness to make concessions after restoring revenue. Combining economic benefits and nuclear commitments into a single agreement helps the U.S. demand Iran's fulfillment of promises while releasing benefits, but the order of execution remains a point of contention between the two sides.
