According to a report by Galaxy Research on September 27, the U.S. Commodity Futures Trading Commission (CFTC) issued guidelines for "event markets" that involve betting on individual behaviors (e.g., whether an executive mentions specific terms during an earnings call). The CFTC determined that such markets are highly susceptible to manipulation due to single-party control and information asymmetry, inherently carrying significant manipulation risks. Exchanges listing these markets will face stricter scrutiny. Galaxy's analysis pointed out clear regulatory blind spots: if the individual in question does not hold a position or participate in trading, merely expressing certain words based on personal intent does not constitute manipulation under the Commodity Exchange Act. Furthermore, such speech is protected by the First Amendment of the U.S. Constitution, meaning regulators cannot restrict or compel individual speech. As a result, purely verbal interventions are not covered by existing rules.
