Vitalik wants to move the most expensive part of Ethereum's computation directly off-chain this time.
The core of EIP-8288 is to aggregate high-cost verifications like signatures and privacy proofs in the mempool first, and then only put a single STARK proof on-chain. Quantum security, private transactions, and ZK applications will no longer need to bear the high cost of on-chain verification for every single transaction.
For users, the result is straightforward: operations that currently cost hundreds of thousands or even millions of Gas could see a significant reduction; ZK Rollups could also submit proofs to the mainnet more frequently.
Ethereum's scaling approach is changing: instead of having the main chain compute everything, heavy computations are pushed off-chain, and the main chain only verifies the results.
