According to Interfax, Vladimir Chistyukhin, the First Deputy Governor of the Russian Central Bank, stated that Russia's crypto industry could start operating under a legal framework as early as the end of this year. Currently, the related regulatory framework involves 27 legislative acts, including 7 core laws covering registration systems, qualification requirements, digital custodians, and whitelists. The remaining 20 secondary laws are expected to be finalized by the end of October. If the Ministry of Justice completes the registration on time, the first batch of market participants could obtain licenses by the end of the year. Russia's laws on digital currencies and digital rights came into effect on September 1, allowing transactions through exchanges, brokers, trust management institutions, as well as newly established crypto exchanges and digital custodians. Non-qualified investors can purchase up to 300,000 rubles worth of $BTC, $ETH, and $USDT annually through a single intermediary, while qualified investors can buy approved cryptocurrencies without limit.
