Progress on the U.S. Bitcoin Strategic Reserve Act The U.S. bitcoin:native Strategic Reserve Act (H.R.8957) is set to be reviewed by the House Financial Services Committee on September 16 (Beijing time: September 17). The chances of this review passing are fairly high. Although the bill already has 23 co-sponsors, including support from Democratic lawmakers, it still needs to pass the full House and Senate after the committee review, and then be signed by the President. If the Senate faces obstruction, it typically requires 60 votes to end debate (similar to what happened with the recently concluded Clarity Act). At the moment, there’s no clear evidence that those votes are secured. The bill’s requirements for additional Bitcoin purchases are relatively restrained. Section 9 mandates that the Treasury and Commerce Departments study how to increase BTC holdings within 180 days of the bill’s enactment, without adding financial burden. It does not specify the amount or timing of purchases. The substitute amendment submitted on September 14 clarifies that the bill does not authorize new borrowing, taxation, or deficit spending for Bitcoin purchases. This could mean selling off other seized assets to buy BTC—something along those lines, though there could be other interpretations. For BTC, if the bill ultimately passes, it would undoubtedly be a 100% positive development. This would mark the first time a developed country treats Bitcoin as a national-level strategic reserve.
