[Hong Kong's First Five-Year Plan: Expanding Digital Technology, Digital Products, and Digital Services Imports and Exports] On September 16, Hong Kong SAR Chief Executive John Lee Ka-chiu announced the 'First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030)' (referred to as the 'Plan') and the 'Chief Executive's 2026 Policy Address.' The 'Plan' mentions actively developing digital trade and accelerating the digitization of trade documents. It aims to expand the imports and exports of digital technology, digital products, and digital services (including tokens), improve the data services industry chain, explore facilitation arrangements for cross-border data flows in the Guangdong-Hong Kong-Macao Greater Bay Area, and actively participate in international governance of digital trade. It also outlines the orderly implementation of the third phase of Hong Kong's 'Trade Single Window' services. Simultaneously, it promotes interconnectivity between the 'Single Window' systems of Mainland China and other economies to enhance regional digital trade cooperation. Additionally, the plan seeks to integrate the 'Trade Single Window' with the Hong Kong Monetary Authority's Commercial Data Interchange, facilitating banks' access to relevant commercial data for trade financing references, helping enterprises reduce financing costs and improve cash flow.
