I think the biggest paradox in the AI safety field is expecting leading large-model labs to voluntarily slow down! In a commercial competition involving valuations in the trillions of dollars and technological dominance, asking OpenAI or Anthropic to unilaterally slow down for safety and compliance is essentially handing over the market and leadership to competitors. This creates a classic 'prisoner's dilemma' scenario! Today, Musk proposed a 'cross-red-teaming framework,' which is an effective solution to current AI safety issues. It introduces a competitive third-party oversight mechanism, breaking away from the previous 'self-regulation and self-auditing' approach by labs! One particularly effective innovation in this framework is having rival labs' safety teams act as third-party 'red teams' for testing. For example, Anthropic's offensive and defensive team could use their safety framework to identify vulnerabilities in OpenAI's models, and vice versa. Competitors are highly motivated to uncover each other's safety flaws, and their attack perspectives are often more targeted than internal teams. Additionally, by introducing multi-party verification and involving independent third-party evaluation institutions (e.g., a joint third-party lab by Meta, xAI, and Google), the offensive and defensive dimensions can expand into a multi-polar structure. The probability of discovering vulnerabilities increases exponentially with the diversity of testing entities. Finally, an international regulatory framework could be introduced, incorporating leading AI companies from both the U.S. and China into a unified pre-release testing system. Before deploying models, they must pass 'stress tests' jointly conducted by competitors and third parties, preventing regulatory arbitrage caused by unilateral safety lapses. I think Musk's proposal fundamentally addresses the issue of relying solely on corporate self-discipline and ethics. By directly leveraging a game-theory-based approach to enforce external constraints, this solution is far more robust and comprehensive!
