According to South Korea's Edaily, the Korea Blockchain Industry Promotion Association (KBIPA) recently submitted a proposal to the National Assembly's Political Affairs Committee, suggesting amendments to the current Security Token Offering (STO) system. The recommendations include revisiting the rule that prohibits transfers between different distributed ledgers and relaxing restrictions on the use of public blockchains and participation by non-financial institutions. The association stated that the Financial Services Commission of Korea has plans to expand token securities to include stablecoin on-chain settlements and interoperability between different ledgers in the future. However, the current rules require that the same security can only be managed on a single ledger, which may conflict with the long-term policy direction. The association proposed a shift to "controlled interoperability," allowing cross-ledger transfers under the premise that issuance volume and rights relationships can be verified.
