According to a report by Yonhap News Agency, an analysis from South Korea's National Assembly Legislative Research Office suggests that if Naver Financial incorporates Upbit operator Dunamu into its subsidiary system and further meets the conditions of a holding company in the future, it may face conflicts between two sets of regulatory rules. Under South Korea's *Fair Trade Act*, holding companies are generally required to hold at least 50% equity in unlisted subsidiaries and at least 30% in listed subsidiaries. However, the *Basic Act on Digital Assets* currently under discussion in the South Korean National Assembly may impose an upper limit on the shareholding ratio of major shareholders in virtual asset exchanges. The former sets a "lower limit" for shareholding, while the latter may set an "upper limit."
