The latest text revises DeFi-related provisions to the Blockchain Regulatory Certainty Act (BRCA), Stablecoin Yield and the “Ag. title,” while keeping the key ethics negotiations at the center of the debate.
- Ethics: Trump has agreed to roughly 80% of the Tillis-Gallego proposal, including requiring covered officials to divest substantial crypto interests or place them in a blind trust. State attorneys general would also gain enforcement authority.
- BRCA: Republicans are narrowing protections around the Bank Secrecy Act and civil enforcement, with broader criminal-case protections reportedly removed from the proposal.
- Stablecoin Yield: Negotiators are still battling over safeguards against stablecoins pulling deposits away from community banks, with a potential “circuit breaker” under discussion.
- Agriculture Title: The revised language adds tighter guardrails around vertical integration, affiliate trading and conflicts involving digital-commodity exchanges, brokers and dealers, while clarifying that state consumer-protection laws remain intact.
