[CLARITY Act May Be Rewritten or Shelved in 2027 if Not Passed by 2026]
Odaily Planet Daily News: The U.S. Senate plans to hold a cloture vote on Tuesday regarding the Digital Asset Market Clarity Act (CLARITY Act). The bill requires 60 votes to end the filibuster. If the three-fifths majority is not achieved, there will be fewer than 36 legislative days remaining before 2027. U.S. Senator Cynthia Lummis, a supporter of the CLARITY Act, stated on September 6 that if lawmakers fail to reach an agreement and submit the bill for presidential approval, the next real opportunity for passage may not come until 2030. The 2026 midterm elections will see all 435 seats in the House of Representatives and 33 Senate seats up for reelection. Regardless of whether the Democratic Party regains control of one or both chambers of Congress during the midterms, the White House will remain under Republican control until January 2029, allowing the president to veto related legislation. Paul Atkins, nominated to serve as Chairman of the U.S. Securities and Exchange Commission (SEC), and Michael Selig, nominated to serve as Chairman of the U.S. Commodity Futures Trading Commission (CFTC), have both stated that if the CLARITY Act does not advance this year, efforts to regulate digital assets will continue.
