Update: 3,400 of the ~4,000 BTC has been returned to the Liquid federation wallet, about 85% back.~598 BTC still outstanding. Network remains paused. Blockstream continues negotiations with the "white hats." Whether the remaining 15% comes back is unclear. Then again, a 15% bounty is a shocker, still a discount to the 20% "mandatory" tip when dining out nowadays.(Lark Davis)
