Fourth Amendment protects Americans against "unreasonable searches and seizures" from the State. Surely, "reasonable" would require at least the suspicion of a crime. The bar ought to be higher than that, but one cannot argue with a straight face that it ought to be lower. Thus, suspicion of crime is prereq to any "reasonable search" KYC and financial surveillance generally are imposed on the citizenry without any suspicion of crime.
