[Comprehensive Launch of Crypto Trading in Russia Awaits Central Bank Guidelines, Expected to Be Ready by December] According to Russia's *Kommersant* newspaper, the "Digital Currency and Digital Rights Law" that came into effect on September 1 only partially implemented its established provisions, mainly focusing on cross-border transfers for foreign trade. Comprehensive crypto trading within Russia is still not operational due to the absence of numerous critical guidelines. The Russian Central Bank stated that all necessary documents are expected to be ready by early December. Market participants indicated that the infrastructure is largely prepared and only needs adjustments based on the new requirements. Sberbank plans to complete the construction of its digital custody institution by December 1, while Finam expects to offer services by early 2027. Russian Central Bank Governor Elvira Nabiullina stated that transferring crypto assets abroad will remain unrestricted, but investors should be aware that operations conducted overseas are not protected under Russian law.
