The Federal Reserve has proposed updates to the regulatory rules for mutual banks, with over 90% of such institutions having total assets of less than $3 billion. Vice Chair for Supervision Michelle W. Bowman stated that the proposal aims to modernize mutual bank regulations that have remained unchanged for 30 years, allowing mutual banks to continue growing and serving their communities more effectively while retaining their depositor-owned structure. The proposal includes clarifying which instruments can be counted as regulatory capital and reducing procedural burdens. The public may submit comments within 60 days.
