[Russian Central Bank Releases First Regulatory Draft on 'Organized Trading' of Digital Assets]
According to The Block, the Russian Central Bank has released a regulatory draft on 'organized trading' of digital assets and digital rights, aiming to establish access and operational rules for cryptocurrency exchanges and digital custodians. The draft requires exchanges to define trading processes through their own rulebooks and calculate market prices and weighted average prices. It proposes the establishment of digital custodians responsible for bookkeeping, with registered capital ranging from 50 million to 250 million rubles, consisting of highly liquid and high-credit-quality assets. Electronic platform operators must also meet similar capital requirements and take on the role of settling nominal accounts for digital financial assets. The draft has entered the regulatory impact assessment phase, aligning with the previously passed cryptocurrency market legislation. While continuing to prohibit the use of cryptocurrencies for domestic payments, it provides a framework for compliant retail trading.
