The latest text is not the final version. Lummis revealed that Republican negotiators and Democrats have been in talks for 'several consecutive weeks,' but remain deadlocked over whether state attorneys general can initiate criminal or civil lawsuits based on the ethical provisions—a matter that is a 'clear red line' for many senators and the White House, as the White House has been sued multiple times by state attorneys general. Lummis suggested that state governments could instead sue crypto exchanges that list non-compliant assets.
