Guidelines for the Construction of Shanghai Artificial Intelligence Standards System (2026–2028) Released

The Shanghai Municipal Administration for Market Regulation, Shanghai Municipal Commission of Economy and Informatization, and Shanghai Municipal Science and Technology Commission have jointly issued the *Guidelines for the Construction of Shanghai Artificial Intelligence Standards System (2026–2028)*. The document states that by 2028, focusing on key areas such as AI foundational support, critical technologies, and industry applications, Shanghai aims to lead or participate in more than 3 international standards, over 10 national standards, and more than 20 industry standards, with a national standards participation rate exceeding 50%. Additionally, the city plans to establish a number of standardized technical organizations and pilot projects for standardized applications, achieving an implementation rate of over 80% for key standards. Efforts will be made to promote mutual empowerment between AI and standardization, enhancing the digitalization level of standards. The ultimate goal is to preliminarily establish Shanghai as an internationally influential AI 'standards highland.'
