According to Yonhap News, the Financial Supervisory Service (FSS) of South Korea has issued an inspection opinion letter to Dunamu, the operator of Upbit, regarding the 44.5 billion KRW (approximately $29.6 million) hacking incident that occurred in November 2025, and has initiated sanction procedures. Dunamu stated that it has frozen and recovered 2.6 billion KRW of the assets and fully compensated users for losses amounting to 38.6 billion KRW using its own funds. Since the current 'Virtual Asset User Protection Act' lacks specific penalty provisions for hacking and information system incidents, the final severity of the sanctions remains uncertain.
