At the Quantum Urban Spatial Intelligence Forum of the 2026 World Artificial Intelligence Conference held from July 17 to 18, Shanghai unveiled the first batch of core achievements in quantum urban spatial intelligence construction, including the initial quantum urban governance intelligent systems and the "Cloud Universe Starry Sky" industry foundational large model, among five key outcomes. The first batch of quantum urban governance intelligent systems released includes the "YuZhi HeLuo" flood prevention intelligent system, the "Better Life in Your Palm" intelligent system, and the "Shanghai Jiangnan Tour" intelligent system. The "YuZhi HeLuo" flood prevention intelligent system integrates comprehensive coordination, linked scheduling, and real-time simulation. By building a high-precision spatiotemporal digital intelligence foundation, it connects meteorology, water conservancy, and drainage business chains, consolidates overall situational awareness and real-time metrics, dynamically calculates adjustable resources, and enables model-based simulation of flood risks to empower decision-making during emergencies. The "Better Life in Your Palm" intelligent system integrates six major modules and 21 high-frequency citizen services. Its general version has been launched on mobile platforms, catering to the diverse needs of different communities and age groups within the "15-minute community life circle." Meanwhile, the "Shanghai Jiangnan Tour" intelligent system encompasses 196 scenic villages across the city, 15 pilot units, rural heritage resources, and natural habitats, enabling spatial positioning, information retrieval, scene reproduction, and knowledge access. As the intelligent foundation and central hub of the quantum urban large model system, the "Cloud Universe Starry Sky" industry foundational large model covers professional knowledge across planning and design, surveying and mapping, and natural resources. It includes 13,000 pairs of high-quality Q&A and 15 billion tokens of high-quality corpus, supporting scenarios such as approvals, planning evaluations, urban operations, policy consultations, and professional reports.
