Spending is bipartisan. There can be NO reining in of fiscal without an appetite for austerity by the electorate because 66% of outlays represent incomes and benefits to citizens, and another 28% (will keep rising) is defense and interest on debt. All Congress can argue about is a fraction of a fraction of outlays. It is a huge political football circle jerk. Meanwhile social security is exploding and is mathematically unsustainable which means we will eventually have to directly print to cover it because voters will not push for haircuts to their retirement income. No one wants shared sacrifice. It's going to get worse.(𝐓𝐗𝐌𝐂)
