If we go full conspiracy theory, it seems like South Korea 韩国 and the U.S. might have reached some kind of under-the-table deal similar to the 'Plaza Accord.' The idea is to push down Samsung and SK Hynix when they’re on U.S. stocks, letting the big money players scoop up cheap chips as political donations in exchange for profiting off U.S. AI capital returns.
Of course, this is just a conspiracy theory, something a lot of people are speculating about.
