Deep Tide TechFlow reports: On July 17, the National Development and Reform Commission released the Action Plan for Collaborative Development of Artificial Intelligence. The plan mentions promoting cross-border data flow, building and operating cross-border trusted data spaces in certain fields, and facilitating efficient, convenient, and secure cross-border data movement. It aims to collaboratively construct high-quality corpora and industry-specific high-quality datasets, advancing the co-creation and sharing of multilingual corpora to establish a solid foundation for global AI innovation.
The plan also emphasizes promoting interconnection of intelligent computing power facilities and providing inclusive intelligent computing services to developing countries. It advocates for the joint construction of green energy-driven infrastructure to advance the green and low-carbon development of intelligent computing facilities, thereby supporting the sustainable development of global AI with computing power.
Additionally, it encourages the co-creation of international AI open-source communities, fostering international exchanges and cooperation within open-source communities, and promoting the sharing of general large models, foundational algorithms, and tool components. The plan calls for collaborative development of open-source compliance systems and security guidelines, supporting countries in leveraging open-source models for localized innovation, and building an open, shared, secure, orderly, and collaboratively governed global AI open-source ecosystem.
