According to Bits media, Russia's State Duma has passed a government-submitted bill in its first reading, proposing criminal liability for unauthorized cryptocurrency exchange operations. Under the bill, individuals or entities conducting crypto exchange activities without official registration and licensing could face fines, forced labor, or up to 4 years in prison. For cases involving organized groups or exceptionally large amounts, the maximum penalty could be 5 years in prison along with fines. The bill is set to take effect on July 1, 2027.
