A ban on the U.S. transfer of F-35s to Turkey was included in the 2020 defense programs & policy bill (NDAA) signed into law by President Trump in December 2019. It also included a sense of Congress that Turkey's acquisition of the S-400 constitutes a significant transaction under the 2017 Countering Russian Influence in Europe and Eurasia Act (CAATSA) also signed into law by Trump and the President should implement sanctions under that Act. House passed the 2020 NDAA 377-48 followed by the Senate 86-8.(Craig Caplan)
