That's because Texas is having a record breaking energy pricing event and ERCOT's 4CP is firing. 4CP = "Four Coincident Peak" ERCOT (Texas's grid) tracks the single highest 15-minute grid demand interval in each of June, July, August, and September. Large commercial and industrial customers (including datacenters) that are on wholesale transmission tariffs get billed a share of transmission costs based on their own usage during those four specific 15-minute windows.
